Publish 16 & housing for inactive accounts

As of Publish 16, having any number of co-owners or friends isn't enough to stop an "ownerless house" (a house owned by an inactive account) from becoming Condemned and decaying.

If the primary owner is on an inactive account, then the house will become Condemned and begin decaying. However, when Publish 16 is implemented, a house that doesn't have a primary owner will have its ownership offered to the related co-owners, and if they pass on prime ownership then those on the house's friends list will be offered the opportunity to become the prime owner for the house. If there're no takers after that, then the house will become Condemned and decay.
