Now, this might be a dumb question... but what is "respec"?

I was in a guild in the beta just to see what it was like. You can change the ranks of people... how many ranks I cannot say, but I did see a sort of ranking system in the menu. Someone said something about "We cannot level, but thats ok". What does that mean exactly? Is that refering to the level in which the ingame character is? I hope not..... because Me want tu be gudest orc ub dem all! hehe lol
